Trouble with the controls

I might be missing the point entirely, but I can't seem to get precise sending to work.

It says that I control the amount of seedlings I send to an asteroid by rotating the green radial around the asteroid. When I try this, all that happens is that I move the camera with my finger instead. Is there something important I'm missing or is a bug causing the radials to work incorrectly?

This feature becomes available during level 3. If you're trying to use it before that, it won't work.
