So I thought I beat the level, I was pretty proud of myself, I have control of every asteroid, but I couldn't figure out why I hadn't won yet. I figured maybe I had to have a minimum of 40 seedlings on each planet, but that didn't work. I finally figured it out, I have one enemy (seedling) attacking one of my trees on planet (Korben-5945) and my seedlings will not destroy it! Is this a known bug?
